TPaying attention to the dimension of values and its effect on choices, implementation and monitoring in the process of public policymaking leads researchers to the role of ideologies in this process. The examination of ideology under the concept of ideas/values in the policy-making process has been growing in recent centuries due to the effects of extreme ideological currents on public policies and its consequences, but due to the complexity and lack of suitable practical tools. It has kept public administration researchers away from addressing it. In this regard, in this research, while focusing on the question of which comprehensive value system affects public policies in the field of higher education in Iran, the authors have developed a systematic theory-based study on the role of ideology in public policy making. And finally, they presented two analytical frameworks to organize the influencing factors of ideology in public policies in Iran in general and in the field of higher education in particular, and while obtaining the opinion of a group of experts in this field by Delphi method they revised and completed it. . Research in the field of ideology in policy making using these tools can guide future research while providing a practical tool for researchers and policymakers who wish to reduce the negative effects of ideology and strengthen its alternatives.

Active industrial policy is the way that most of today's rich countries achieved their economic growth. However, its effectiveness has been questioned for years because different countries and industry sectors have obtained different results from it and some have succeeded and many others have failed. Therefore, it will be interesting to determine the conditions that lead to the success (failure) of these tools in the industrial policy. One of the most important of these conditions can be found in the context of the industrial policy. Therefore, in this article, by using the case-oriented comparative approach and the method of thematic analysis, the identification of the elements of the industrial policy context in the automobile industry has been addressed. Based on the results of the analysis, these elements can be studied at two levels (1) macro level and (2) industry level. At the macro level, the components of infrastructure and government capacity, ease of trade, size and volume of the economy, stable and attractive business environment, access to markets, good logistics, and innovation environment, and at the industry level, industry size, cost, competition, industry orientation, and support infrastructure are placed. A correct assessment of the current situation based on the identified elements of the policy context in a country and comparing it with other countries will be an important step in the direction of achieving a consistent and effective comparative industrial policy model.

One of the most critical government programs in the public service ecosystem is supplying basic goods due to their essential role in providing people's basic needs. Wheat has a special place among a wide range of basic goods because it has a significant role in the economy of the producing countries. It is also considered the primary source of people's energy, directly or through various products derived from it. This research identifies the challenges of providing the basic goods of wheat in the country. For this purpose, the thematic analysis method identified six main challenges and 25 sub-challenges from related articles and reports. Then these challenges were prioritized using the DANP method. According to the findings, the main challenges, such as financing, international factors, managerial and organizational factors, stakeholders and consumers, technology and infrastructure, and legal and policymaking, have the most weight. Among the 25 sub-challenges, instability and increase in the exchange rate, adverse effects of international sanctions on the country, lack of inter-organizational coordination in determining the guaranteed purchase rate of wheat, significant production of bread waste in consumption, and wastage of wheat as a result of using old machinery in harvesting or storing wheat in sequence have the most weight.

The administrative reform policy has long interested Iran and other developing countries. Considering the criticisms made on administrative transformation programs in Iran, developing a suitable theoretical basis for administrative transformation with a public governance approach is an inevitable necessity, which is the main goal of this research. The statistical population in this research is 32 management experts who, while mastering the theoretical topics of public administration, have more or less work experience in administrative environments. The results obtained from the research showed that the administrative transformation programs in the past periods were not at par with public governance. In addition, the research findings showed that the unified vision of managing universal and transcendental values is more acceptable among experts as a vision aligned with public governance. Therefore, it is suggested that the organization in charge of the transformation of the administrative system, in line with our unified view of the level of public governance, revises the road map of the administrative system and formulates administrative development plans according to the expectations and needs of the people.

communication technologies, existing movements in governance to improve relations between the people and the government were formed under the title of new governance. The purpose of this research is to analyze the factors of participation in governance data. For this purpose, in the first step, the constituent elements of citizens' participation in open governance data were identified from the theoretical literature (by a systematic review method) and interviews with experts. The research community comprises 18 political and administrative experts from the organizations under the Ministry of Interior. Data collection tools are interviews and questionnaires. With a comprehensive review of the background of the research and soliciting opinions from experts, the number of 10 factors affecting citizens' participation in open governance data includes Personality characteristics, individual capabilities and internal motivation of citizens, external motivation of citizens, economic factors, organizational and legal factors, quality of open governance data platform, quality of open governance data services, cultural-social factors, political factors and international developments, in the form of a structural model. An interpretation was identified and leveled. The results showed that the realization of citizens' participation in open governance cannot be a purely executive decision by the government. However, various political, economic, cultural, social, organizational, and technological requirements and international developments related to each of them should be counted and analyzed. Furthermore, it finally planned and acted according to it in line with the general interests of the society.

Job satisfaction directly and indirectly affects the performance, effectiveness, efficiency and productivity of employees. Due to the existence of vast and various studies on job satisfaction, it is necessary to use a suitable, scientific and logical approach to accumulate knowledge, avoid unnecessary, repetitive studies and ultimately save money, time and manpower. This research was conducted in order to investigate and study job satisfaction in the field of health and health in the administrative system of Iran during the last decade and using the meta-analysis method. In order to carry out this study after removing articles with insufficient information and refining over several Finally, eight articles were used to perform meta-analysis and calculate individual and summary effect sizes. In this research, it was found that the highest satisfaction value calculated is related to the directly responsible factor with an effect size of 0.438. The lowest estimated amount of satisfaction related to wage factors includes payment, bonus and overtime with an effect size of -0.104 and promotion with an effect size of 0.035. The meta-analysis showed that although the three factors of nature of job, colleague and direct supervisor in interaction with each other have the highest effect size, but they had the lowest observed standard deviation, while the factors of promotion and salary have a small effect size but deviation. The above criterion has a major difference in individual studies, which can be concluded that the highest impact on job satisfaction is summarized under the mentioned factor.

Organizations have always been and are facing various crises. It is impossible to avoid some crises. However, with proper management and the participation of expert forces, and as a result, the formation of a firm social capital in the organization, the consequences of these crises can be reduced and controlled. To effectively manage the crisis, this research aims to design a model for crisis management and control in scientific systems focusing on social capital and explain the place of collaborative management in it. The research paradigm is positivism. In terms of the data collection method, it is descriptive-analytical. Also, it is applied and developmental in terms of type and purpose. In the current research, based on the beginning, the critical elements in crisis management were identified with a fuzzy approach; six elements were determined, and then the model was designed by applying the ISM technique. The statistical population of this research consists of academic experts and experts. The research findings include the ISM model in four levels according to one-way or two-way relationships. Network interactions and relationships and a trusting working atmosphere are more effective than other elements of crisis management and control. At the lowest level, collaborative management is placed, and at the highest level, network relationships and the promotion of organizational norms and values are placed. The higher the elements are, the lower their stimulating power and the higher the degree of dependence. Network relationships and the promotion of organizational norms and values are the most dependent elements of the model. Participatory management was recognized as the most influential element of the model Because, according to the graph of influence and degree of dependence, it is the basis of the model and the origin of other elements and affects all the elements of the model. It should be given special attention as a vital element in crisis management and control.

Many administrative reform initiatives have explicitly made a connection between the need to reform public services, improving citizen satisfaction with public services, and maintaining or restore the public trust in government. In this regard, the measurement of citizens' satisfaction with public services shows that the public sector has increasingly placed citizens' satisfaction in the center of its attention. Since the establishment of this mechanism, a lot of research has been done in this field and we are witnessing the accumulation of knowledge in this field. Therefore, according to the previous reviews, it is necessary to conduct a meta- synthesis study as one of the meta-study methods. For this purpose, a number of 671 articles were extracted from the Scopus citation database between 1973 and 2022, and after refining them, analysis was finally performed on 32 articles. According to the results of the research, the most important antecedents of citizen satisfaction are: service delivery process, information provided about the service, customer service (face-to-face service), websites (off-site service) and general expectations. Also, the most important consequences of citizen satisfaction are: trust in the government and complaints about the service received. Based on the identified antecedents and consequences, a preliminary model of citizens' satisfaction with public services was presented.

Governance emphasizes the networking of multiple stakeholders who come together from different levels and with different goals. This combination of multiple stakeholders with different or sometimes conflicting goals and interests has become an important challenge in the governance network and has led to the emergence of the "meta-governance" theory. Meta-governance is the management of the balance of power by the government in the governance system to realize public value and service. Based on this theory, governments with a higher degree of citizen representation than other stakeholders involved in the negotiations and the exercise of will in the course of management of society, and as a representative of citizens, they protect the public value and service. In this study, using the meta-synthesis method, 19 scientific articles on meta-governance research from different specialized journals were reviewed in detail, and a total of 20 codes in the form of three categories of "the why, what, and how of meta-governance" were identified toward preserving and promoting public value and service.

Policy Makers in the Field of Electronic Requirements and Urban ServicesAbstractThis applied research was conducted to identify and explain the requirements of role players to provide electronic procurement in municipalities from 1402 to 1403. According to the literature review and the research background, the relationship between the variables of electronic participation, electronic consultation, and decision-making in the use and sharing of electronic information on the adoption of electronic procurement through the regulatory policy variable formed the conceptual model of the research. The value of the Kaiser-Meyer-Olkin sampling adequacy measurement statistic at zero significance level and one degree of freedom was obtained for e-participation 0.825, e-consultation 0.794, decision-making 0.735, electronic information sharing 0.848, regulatory policy 0.768 and e-procurement adoption 0.706, that is, the correlations in between the data for factor analysis was obtained at a confidence level of 99%. According to the Kolmogorov-Smirnov test, , due to the non-normal distribution of the samples, the significance test of Spearman's correlation coefficient was used to test the research hypotheses; As a result, the correlation coefficient between the variables was above 5.0, indicating a direct, medium to high and significant relationship at the 5% error level, and as a result, the research hypotheses were confirmed. According to the Friedman test, electronic participation was the highest score and Decision-making has the lowest score, which means that electronic participation has the greatest impact on regulatory policy.
