چکیده

خط‌مشی اصلاح اداری از دیرباز در ایران و دیگر کشورهای درحال‌توسعه موردتوجه بوده و هست. با توجه به انتقادهایی که بر برنامه‌های تحول اداری در ایران واردشده است، تدوین پایه نظری مناسب برای تحول اداری با رویکرد حکمرانی عمومی یک ضرورت اجتناب‌ناپذیر است که هدف اصلی این پژوهش می‌باشد. جامعه آماری در این پژوهش 32 نفر از خبرگان رشته مدیریت است که ضمن تسلط به مباحث نظری مدیریت دولتی، کم‌وبیش از تجربه کاری در محیط‌های اداری نیز برخوردارند. نتایج به‌دست‌آمده از تحقیق نشان داد که برنامه‌های تحول اداری در ادوار گذشته چندان با حکمرانی عمومی هم‌تراز نیستند. همچنین، یافته‌های پژوهش نشان داد که دیدمان تلفیقی مدیریت ارزش‌های همگانی و متعالی از مقبولیت بیشتری بین خبرگان به‌عنوان دیدمان همسو با حکمرانی عمومی برخوردار است. ازاین‌رو، پیشنهاد می‌شود سازمان متولی تحول در نظام اداری همسو با دیدمان تلفیقی تراز حکمرانی عمومی، در نقشه راه نظام اداری تجدیدنظر کرده و برنامه‌های توسعه اداری را متناسب با انتظارات و نیازهای مردم تدوین کند.

The administrative reform policy has long interested Iran and other developing countries. Considering the criticisms made on administrative transformation programs in Iran, developing a suitable theoretical basis for administrative transformation with a public governance approach is an inevitable necessity, which is the main goal of this research. The statistical population in this research is 32 management experts who, while mastering the theoretical topics of public administration, have more or less work experience in administrative environments. The results obtained from the research showed that the administrative transformation programs in the past periods were not at par with public governance. In addition, the research findings showed that the unified vision of managing universal and transcendental values is more acceptable among experts as a vision aligned with public governance. Therefore, it is suggested that the organization in charge of the transformation of the administrative system, in line with our unified view of the level of public governance, revises the road map of the administrative system and formulates administrative development plans according to the expectations and needs of the people.
