چکیده

تأمین کالاهای اساسی به دلیل نقش مهمی که در تأمین نیازهای اصلی مردم دارند به‌عنوان یکی از مهم‌ترین برنامه دولت‌ها در اکوسیستم خدمات عمومی به شمار می‌روند. گندم از میان طیف وسیعی از انواع کالاهای اساسی از جایگاه خاصی برخوردار است چراکه این کالا نقش مهمی در اقتصاد کشورهای تولیدکننده ایفا می‌کند و به‌طور مستقیم یا توسط انواع فرآورده‌های حاصل از آن به‌عنوان منبع اصلی تأمین انرژی مردم به شمار می‌رود. در این پژوهش به شناسایی چالش‌های تأمین کالای اساسی گندم در کشور پرداخته می‌شود. به این منظور ابتدا با روش تحلیل مضمون 6 چالش اصلی و 25 چالش فرعی از مقالات و گزارش‌های مرتبط احصا شد و سپس با استفاده از تکنیک دنپ به اولویت‌بندی این چالش‌ها پرداخته شد. مطابق یافته‌ها چالش‌های اصلی به ترتیب شامل تأمین مالی؛ عوامل بین‌المللی؛ عوامل مدیریتی و سازمانی؛ ذینفعان و مصرف‌کنندگان؛ فناوری و زیرساخت و سیاست‌گذاری و قانونی دارای بیشترین وزن هستند. از میان 25 چالش‌های فرعی نیز بی‌ثباتی و افزایش نرخ ارز؛ آثار منفی تحریم‌های بین‌المللی بر کشور؛ عدم هماهنگی میان سازمانی در تعیین نرخ خرید تضمینی گندم؛ تولید قابل‌توجه ضایعات نان در مصرف و هدر رفت گندم درنتیجه استفاده از ماشین‌آلات قدیمی در برداشت و یا نگهداری گندم به ترتیب بیشترین وزن را به خود اختصاص می‌دهند.

One of the most critical government programs in the public service ecosystem is supplying basic goods due to their essential role in providing people's basic needs. Wheat has a special place among a wide range of basic goods because it has a significant role in the economy of the producing countries. It is also considered the primary source of people's energy, directly or through various products derived from it. This research identifies the challenges of providing the basic goods of wheat in the country. For this purpose, the thematic analysis method identified six main challenges and 25 sub-challenges from related articles and reports. Then these challenges were prioritized using the DANP method. According to the findings, the main challenges, such as financing, international factors, managerial and organizational factors, stakeholders and consumers, technology and infrastructure, and legal and policymaking, have the most weight. Among the 25 sub-challenges, instability and increase in the exchange rate, adverse effects of international sanctions on the country, lack of inter-organizational coordination in determining the guaranteed purchase rate of wheat, significant production of bread waste in consumption, and wastage of wheat as a result of using old machinery in harvesting or storing wheat in sequence have the most weight.
