چکیده

امروزه مفهوم «نوآوری باز» یکی از موضوعات نوین در حوزه حکمرانی و به‌عنوان یک مفهوم نوپا و الگوی جدید در فرهنگ سازمانی شناخته می‌شود به طوری‌که به عنوان یک رویکرد نوآورانه، از مفهوم اشتراک دانش، همکاری و تعامل بین افراد، سازمان‌ها و جوامع برای ایجاد ایده‌ها و راهکارهای نوین استفاده می‌کند. در واقع این مفهوم اساساً بر ایده اشتراک، شفافیت، همکاری تأکید دارد؛ به گونه ای که ایده‌ها، دانش و منابع باز به اشتراک گذاشته می‌شوند تا فرصت‌های بیشتری برای نوآوری و بهبود فرایندها ایجاد شود. از این رو، نوآوری باز به عنوان یک پارادایم متفاوت در مدیریت سازمان‌ها، صنایع و نهادهای دولتی مورد استفاده قرار می‌گیرد. با توجه به اهمیت نوآوری باز در بخش دولتی پژوهش حاضر با استفاده از استراتژی مطالعه تطبیقی، روند توسعه و اجرای راهبردهای نوآوری باز در 14 کشور را مورد بررسی قرار داده است. بر این اساس نتایج پژوهش نشان داد که مختصات نوآوری باز در نظام حکمرانی در 4 دسته مزیت های نوآورانه، تجارب، نوع وابستگی و پیامدها قابل دسته بندی است.

چکیده [English]

The "open innovation” as a modern concept in governance and an emerging concept in organizational culture is well known these days. It uses the concept of knowledge sharing, cooperation and interaction between individuals, organizations and communities to create new ideas and solutions as an innovative approach. In fact, this concept basically emphasizes the idea of sharing, transparency, cooperation so that ideas, knowledge and open resources are shared to create more opportunities for innovation and process improvement. Hence, open innovation is used as a different paradigm in organizational management, industries and government institutions. According the importance of open innovation in the public sector, the present study, using the comparative study strategy, examines the development and implementation of open innovation strategies in 14 countries. Accordingly, the results of the study showed that the coordinates of the openness in the system of governance can be categorized into four categories of prevalent advantages, experiences, dependency and consequences.
