چکیده

تحقیق کاربردی حاضر به‌منظور شناسایی و تبیین الزامات نقش‌آفرین به‌منظور تأمین تدارکات الکترونیکی در شهرداری ها در بازه زمانی 1403 - 1402 انجام گرفت. جامعه آماری پژوهش شامل منابع انسانی شهرداری شهر زنجان بوده است که از طریق نمونه‌گیری تصادفی- متناسب 169 نفر انتخاب گردیدند. بمنظوراندازه گیری و گردآوری داده‌های تحقیق، از پرسشنامه محقق ساخته استفاده گردید. مطابق با مرور ادبیات و پیشینه تحقیق رابطه متغیرهای مشارکت الکترونیکی، مشاوره الکترونیکی، تصمیم‌گیری در به‌کارگیری و اشتراک‌گذاری اطلاعات الکترونیکی بر اتخاذ تدارکات الکترونیکی به‌واسطه‌ی متغیر سیاست نظارتی مدل مفهومی پژوهش را شکل دادند. با توجه به نرمال نبودن توزیع نمونه‌ها برای آزمون فرضیه‌های تحقیق از آزمون معناداری ضریب همبستگی اسپیرمن استفاده شد؛ که درنتیجه آن ضریب همبستگی بین متغیرها، بالای 5.0 به دست آمد و نشان‌دهنده یک رابطه مستقیم، متوسط به بالا و معنادار در سطح خطای 5 درصد و درنتیجه تائید فرضیات تحقیق شد. مطابق با آزمون فریدمن میانگین رتبه‌ها برای مشارکت الکترونیکی 2.63(رتبه اول)، برای مشاوره الکترونیکی 2.56 (رتبه دوم)، برای اشتراک‌گذاری اطلاعات الکترونیکی 2.53 (رتبه سوم) و برای تصمیم‌گیری 2.51 (رتبه چهارم) به دست آمد بنابراین مشارکت الکترونیکی بالاترین امتیاز و تصمیم‌گیری دارای کمترین امتیاز است یعنی بیشترین تأثیرگذاری را مشارکت الکترونیکی بر روی سیاست نظارتی دارد. در ادامه رابطه رگرسیون بین متغیرها ارائه گردید نهایت با به دست آمدن مقدار 1.579 در آزمون دوربین – واتسون اعتبار نتایج رگرسیون تائید شد .

Policy Makers in the Field of Electronic Requirements and Urban Services



Abstract
This applied research was conducted to identify and explain the requirements of role players to provide electronic procurement in municipalities from 1402 to 1403. According to the literature review and the research background, the relationship between the variables of electronic participation, electronic consultation, and decision-making in the use and sharing of electronic information on the adoption of electronic procurement through the regulatory policy variable formed the conceptual model of the research. The value of the Kaiser-Meyer-Olkin sampling adequacy measurement statistic at zero significance level and one degree of freedom was obtained for e-participation 0.825, e-consultation 0.794, decision-making 0.735, electronic information sharing 0.848, regulatory policy 0.768 and e-procurement adoption 0.706, that is, the correlations in between the data for factor analysis was obtained at a confidence level of 99%. According to the Kolmogorov-Smirnov test, , due to the non-normal distribution of the samples, the significance test of Spearman's correlation coefficient was used to test the research hypotheses; As a result, the correlation coefficient between the variables was above 5.0, indicating a direct, medium to high and significant relationship at the 5% error level, and as a result, the research hypotheses were confirmed. According to the Friedman test, electronic participation was the highest score and Decision-making has the lowest score, which means that electronic participation has the greatest impact on regulatory policy.
