چکیده

نظام اداری کشور همواره با مسائل متعددی روبرو می‌باشد که به آسانی قادر به مقابله با تمامی آنها نیست، از این رو شناخت ماهیت مسائل در نظام اداری، جهت ارائه کردن بهترین شیوۀ مدیریت و حکمرانی ضرورت دارد. هدف پژوهش حاضر، شناسایی و اولویت‌بندی مسائل بغرنج در نظام اداری ایران است. تحقیق حاضر از لحاظ هدف از نوع تحقیقات کاربردی، و از حیث روش، از نوع تحقیقات توصیفی است که به‌صورت پیمایشی انجام گرفته است. جامعۀ آماری تحقیق را کلیۀ خبرگان علمی و اجرایی حوزۀ نظام اداری تشکیل می‌دهند، که از میان آن‌ها تعداد 15 نفر به روش نمونه‌گیری هدفمند و قضاوتی، انتخاب شد. ابزار گردآوری داده نیز پرسشنامه بود که میزان پایایی آن 83/0 و روایی آن نیز مورد تأیید قرار گرفت. جهت تحلیل داده‌ها از مدل تصمیم‌گیری چندمعیاره (VIKOR) از طریق نرم‌افزار(EXCEL) استفاده گردید و درجۀ اهمیت معیارها نیز با استفاده از مدل آنتروپی شانون محاسبه شد. یافته‌ها به معرفی 5 مسئله‌ بغرنج در نظام اداری ایران انجامید، که به ترتیب شامل:«سیاست‌زدگی »، « تعارض منافع »، « مدیریت منابع انسانی »،« بودجه‌ریزی » و،« پاسخگویی و شفافیت اداری » می‌باشند. در نتیجه شناخت ماهیت مسائل حوزۀ نظام اداری توسط مسئولان و مدیران می‌تواند آنها را در جهت تدوین شیوه‌های جدید حکمرانی متناسب با نوع مسائل یاری رساند.

چکیده [English]

The administrative system of the country is always facing many problems that it is not able to deal with all of them easily, therefore, it is necessary to know the nature of the issues in the administrative system in order to provide the best management and governance method. The purpose of the current research is to identify and prioritize the wicked problems in the administrative system of Iran. The current research is an applied research in terms of its purpose, and a descriptive research in terms of the method, which was conducted in the form of a survey. The statistical community of the research consists of all the scientific and executive experts in the field of administrative system, among whom 15 people were selected by purposeful and judgmental sampling. The data collection tool was also a questionnaire, the reliability of which was 0.83 and its validity was also confirmed. To analysis the data, the multi-criteria decision-making model (VIKOR) was used through the software (EXCEL) and the degree of importance of the criteria was calculated using Shannon's entropy model. The findings led to the introduction of 5 wicked problem in Iran's administrative system, which respectively include: "politicization", "conflict of interests", "human resources management", "budgeting" and "administrative accountability and transparency". As a result, knowing the nature of problems in the field of administrative system by officials and managers can help them to formulate new governance methods according to the type of problems.
