Today, industrial free trade zones, as one of the main economic foundations, have taken a large share of the economy of advanced and developing countries. But the free zones in our country, despite their special geopolitical position and abundant territorial, human and natural capacities, have not been able to achieve the goals foreseen in the law on the formation and administration of these zones. Considering that the governance model and the rules and regulations governing the regions are known to be one of the main factors affecting the performance of these regions, in the present research, the dimensions and governance components of industrial free trade zones are identified with the deductive thematic analysis approach (background-based) and their stratification has been discussed with Interpretive structural modelling (ISM). The results indicate that, at the lowest level of the model (the fourth level), transparency, equality and inclusiveness and participation are placed, which act as the cornerstone of the model and can be a good start for improving the governance of free zones.

Problem-based learning (PBL) is a pedagogical approach designed to enhance students' knowledge and skills. In this approach, learners are confronted with real-world problems and tasks, necessitating critical thinking, problem-solving, collaboration, and creativity. The significance of PBL lies in its ability to foster critical thinking, enhance practical skills, bridge the gap between theoretical knowledge and practical applications, promote collaboration and interpersonal interactions, and stimulate creativity in addressing complex issues and developing innovative solutions. Given the importance of this approach and the objectives of governance schools in developed counties to elevate the skills of students and governors in bridging the gap between theoretical knowledge and practical experience, this study employs a comparative case study strategy to examine governance schools globally. Based on this analysis, the methods employed by these schools in integrating PBL principles to strengthen students' and public governors' cognitive (conceptual), interpersonal, and technical skills to address public issues are outlined.

The growing trend of international competition and its combination with globalization has had significant effects on the labor market. These factors have led to the revision of employment policies and the creation of newer and more flexible forms of employment. Human resource outsourcing, as one of the newest forms of employment, has brought flexibility to the labor market by moving away from standard and traditional approaches. This research was conducted using a comparative study method. The study population was all documents related to the research topic such as (International Labor Organization policies, ILO Convention 181) and sampling was also carried out purposefully. Data collection was in the form of documents that, using the comparative study model of George Brady, studied and compared human resource outsourcing in Iran and the member states of the European Union.The findings of the study show that by comparing the situation of human resource outsourcing, not only is there a large gap between human resource outsourcing in Iran and the EU member states, but this style of employment in Iran has actually deviated from the desired situation. Therefore, deviation from the goal as the most important component is clearly evident in the application of human resource outsourcing in Iran.Accordingly, by understanding human resource outsourcing and its challenges in Iran, it is possible to use international documents and the experience of successful countries to apply the correct method of its implementation in the country.

The digital transformation and Industry 4.0 technologies have significantly reshaped public sector management, necessitating a redefinition of managerial competencies. This study aimed to assess the competencies required for public sector managers to adapt to these transformations. This research is applied in terms of purpose and descriptive-analytical in terms of method. The study population included senior managers from the Ministry of Agriculture Jihad, with 17 participants selected through purposive sampling. A Likert-scale questionnaire based on the Industry 4.0 managerial competency model was used to evaluate the importance and performance of fourteen competencies. Data were analyzed using the Importance-Performance Analysis method, which is classified as a multi-criteria decision-making approach. Importance and performance scores were aggregated using the geometric mean, threshold values were determined through the arithmetic mean, and competencies were positioned in the IPA matrix and prioritized based on their placement. The results indicated that a participatory mindset, problem-solving and decision-making, and research orientation were competencies with strong performance. In contrast, disruptive leadership, data analysis, robotic process automation, project leadership, and sustainability were highly important but underperforming competencies requiring urgent improvement. Additionally, entrepreneurial intelligence, business intelligence, and connected technology architecture were identified as areas with excessive resource allocation. Based on the findings, this study proposed implementing targeted training programs, developing analytical infrastructures for data-driven decision-making, revising managerial performance evaluation systems, and strengthening technological interactions between managers and digital experts as strategies to enhance managerial competencies in Industry 4.0 within the public sector.

In line with the link between society and the government, focusing on solving issues related to the country's public policies and transforming areas of limitation and confrontation into a scene of progress and synergy, the Policy Lab is trying to support various areas of society and act as an intelligent analysis tool; guide governance from entrepreneurship to innovation, from traditional support to intelligent support, and from technophobia to data-driven advantage, and through this, improve the way governments face the challenges arising from emerging technologies in the present era and its network structure, and make them sensitive and alert to successive developments in various fields. Therefore, considering the importance of executive systems in policy labs in Europe, North America, Latin America, Asia, and Australia, which determine the executive framework of processes in organizing the lab and cause problem distribution, organizational participation, innovation, and rapid response. In this study, using a comparative study strategy, we examine the requirements of launching policy laboratories in solving policy problems. The results show that the four dimensions of employees, leadership, partnerships and resources and strategy in laboratory laboratory should be taken into consideration.

The "open innovation” as a modern concept in governance and an emerging concept in organizational culture is well known these days. It uses the concept of knowledge sharing, cooperation and interaction between individuals, organizations and communities to create new ideas and solutions as an innovative approach. In fact, this concept basically emphasizes the idea of sharing, transparency, cooperation so that ideas, knowledge and open resources are shared to create more opportunities for innovation and process improvement. Hence, open innovation is used as a different paradigm in organizational management, industries and government institutions. According the importance of open innovation in the public sector, the present study, using the comparative study strategy, examines the development and implementation of open innovation strategies in 14 countries. Accordingly, the results of the study showed that the coordinates of the openness in the system of governance can be categorized into four categories of prevalent advantages, experiences, dependency and consequences.
