Abstract
Today, industrial free trade zones, as one of the main economic foundations, have taken a large share of the economies of developed and developing countries. However, the free zones in our country, despite their unique geopolitical position and abundant territorial, human, and natural capacities, have not been able to achieve the goals foreseen in the law on the formation and administration of these zones. Considering that the governance model and the rules and regulations governing the regions are known to be one of the main factors affecting the performance of these regions, in the present research, the dimensions and governance components of industrial free trade zones are identified with the deductive thematic analysis approach (background-based) and their stratification has been discussed with Interpretive Structural Modelling (ISM). The results indicate that in the most basic level of the model (fourth level), transparency, equality, inclusiveness, and participation are placed, which act as the cornerstone of the model and can be a good start for improving the governance of free zones.
