چکیده

نابرابری‌های توسعه انسانی یکی از موانع اصلی جوامع کنونی در مسیر تأمین منافع عمومی و تحقق عدالت اجتماعی است. این نابرابری‌ها عمدتاً ماحصل نبود فرصت­های برابر در کسب قابلیت­های اساسی در زمینه­های آموزش، سلامت و درآمد برای همه افراد جامعه است. اهمیت این نابرابری­ها ازآن‌جهت است که گسترش آن موجب افزایش فقر، تضعیف انسجام داخلی و درنهایت شکل­گیری نارضایتی و تنش­های اجتماعی خواهد شد. در این میان، باوجود تغییر و تحولات گسترده حوزه رسانه، رسانه­های جمعی و به­ویژه رادیو و تلویزیون همچنان ظرفیت زیادی برای تأمین منافع عمومی از طریق ارائه محتوای مناسب برای ایجاد قابلیت­های اساسی و کاهش نابرابری­های انسانی دارند. لذا، پژوهش حاضر به‌عنوان یک پژوهش کیفی باهدف شناسایی سازوکارهای رسانه­ای صداوسیما برای کاهش نابرابری­های توسعه انسانی در ایران صورت گرفته است. استراتژی پژوهش، داده­بنیاد بوده و جامعه پژوهشی آن شامل خبرگان دانشگاهی و اجرایی حوزه­های رسانه و مدیریت دولتی بودند که احاطه لازم به موضوعات توسعه را نیز داشتند. شیوه نمونه­گیری در این تحقیق، نمونه­گیری نظری بوده و از مصاحبه نیمه­ساختاریافته برای جمع­آوری داده­ها استفاده‌شده است. یافته­های این پژوهش، پنج سازوکار اعتمادسازی، مدیریت تولید پیام، مدیریت پخش پیام، مدیریت منابع سازمانی و تقویت همکاری­های نهادی را به‌عنوان سازوکارهای اصلی رسانه جمعی صداوسیما برای کاهش نابرابری­های توسعه انسانی در ایران شناسایی نمود.

چکیده [English]

Human development inequalities represent a major challenge for contemporary societies and hinder the realization of public interest and social justice. These inequalities largely arise from unequal access to basic capabilities in key areas such as education, health, and income. Despite the rapid expansion of digital communication technologies, traditional mass media—particularly radio and television—continue to possess significant potential to promote public interest by producing and disseminating content that contributes to the development of basic capabilities and the reduction of human development inequalities. The present study aims to identify the media mechanisms through which the Islamic Republic of Iran Broadcasting (IRIB) can contribute to reducing human development inequalities in Iran. This research adopts a qualitative approach and employs the constructivist grounded theory method. The study participants consisted of academic scholars and executive experts in the fields of media and public administration who possess sufficient knowledge of development issues. Data were collected through semi‑structured interviews and analyzed through iterative coding procedures. The findings reveal five key mechanisms through which IRIB can contribute to reducing human development inequalities: trust‑building, message production management, message distribution management, organizational resource management, and strengthening institutional cooperation.
