مدل ارزیابی خط‌مشی‌های فرهنگ تحول دیجیتال؛ پژوهشی در سازمان تنظیم مقررات و ارتباطات رادیویی

چکیده
خط‌مشی‌گذاری مناسب در حوزه فرهنگ تحول دیجیتال و شناسایی مشکلات، نیازمندی‌ها و دلایل عدم اجرای خط‌مشی‌ها و تدوین مدل ارزیابی خط‌مشی فرهنگ تحول دیجیتال، می‌تواند راهگشای حرکت به سمت اجرای مطلوب خط‌مشی‌ها و تحقق اهداف مرتبط باشد. گردآوری داده‌ها در این پژوهش بر اساس مرور سیستماتیک پیشینه پژوهش از سال 2020 به بعد در پایگاه‌های داده معتبر و استفاده از روش 7 مرحله‌ای فراترکیب (باروسو -سندلوسکی)، بر اساس الگوی ارزیابی خط‌مشی ذی‌نفع گرا برای سه ذی‌نفع شهروندان، حرفه‌ای‌ها و اپراتورها و با استناد به مدل فرهنگ ادگار شاین و درنظرگرفتن سه سطح مصنوعات، ارزش‌ها و مفروضات بنیادین انجام شد. یافته‌ها شامل 4 مفهوم برای ذی‌نفع حرفه‌ای‌ها (انگیزه و تعهد سازمانی، پذیرش تغییرات، رضایت شغلی، ترویج فرهنگ سازمانی)، 3 مفهوم برای ذی‌نفع اپراتورها (کارایی عملیات، نوآوری و تکنولوژی، مشارکت و همکاری) و 3 مفهوم برای ذی‌نفع شهروندان (رضایت مشتریان، تجربه کاری، اعتماد و امنیت) بود. همچنین 2 کد در بخش مفروضات بنیادین، 20 کد برای ارزش‌ها و 9 کد برای سطح مصنوعات شناسایی شد. باتوجه‌به ذی‌نفعان اصلی سازمان تنظیم مقررات و ارتباطات رادیویی  به‌عنوان دستگاه موردمطالعه در این پژوهش، مدلی برای تفکیک هر سه ذی‌نفع و بر اساس سطوح مختلف فرهنگی ارائه شد تا ضمن امکان ارزیابی خط‌مشی برای هر ذی‌نفع به‌صورت جداگانه، اصلاح و بازنگری خط‌مشی‌ها بر اساس مدل پیش‌بینی شده میسر گردد.

databases, and the use of the 7-step Meta-synthesis method (Sandelowski and Barroso), based on the stakeholder policy evaluation model for the three stakeholders: citizens, professionals, and operators and Based on Edgar Schein's culture model and considering three levels of artifacts, values ​​, and fundamental assumptions, it was done. The findings include four concepts for the stakeholders of professionals (organizational motivation and commitment, acceptance of changes, job satisfaction, promotion of organizational culture), three concepts for the stakeholders of operators (operational efficiency, innovation, and technology, partnership, and cooperation) and three concepts for the stakeholders of citizens (customer satisfaction, work experience, trust, and security). Also, two codes were identified in the fundamental assumptions section: 20 codes for values ​​and nine codes for the level of artifacts. According to the three main stakeholders of the Communications Regulatory Authority in this research, a model was developed by separating all three stakeholders based on different cultural levels in order to make it possible to evaluate the policy for each stakeholder separately, to modify and revise the policies based on The predicted model is available.
