Abstract
Objective: Investigating policy making in the field of digital transformation culture and identifying the problems, requirements and reasons for non-implementation of policies and formulating a policy evaluation model for digital transformation culture can pave the way for the optimal implementation of policies and the realization of related goals.
Research method: Data collection in this research is based on a systematic review of the research background from 2020 onwards in valid databases and the use of the 7-step metacomposite method (Sandelowski and Barroso), based on the stakeholder policy evaluation model for the three stakeholders citizens, professionals and operators and Based on Edgar Schein's culture model and considering three levels of artifacts, values and fundamental assumptions, it was done.
Findings: The findings include 4 concepts for the stakeholders of professionals (organizational motivation and commitment, acceptance of changes, job satisfaction, promotion of organizational culture), 3 concepts for the stakeholders of operators (operational efficiency, innovation and technology, partnership and cooperation) and 3 concepts for the stakeholders of citizens ( customer satisfaction, work experience, trust and security). Also, 2 codes were identified in the fundamental assumptions section, 20 codes for values and 9 codes for the level of artifacts.
Conclusion: According to the main stakeholders of the Communications Regulatory Authority in this research, a model was developed by separating all three stakeholders and based on different cultural levels in order to make it possible to evaluate the policy for each stakeholder separately, to modify and revise the policies based on The predicted model is available.
