چکیده
انقلاب‌های صنعتی در طول چهار قرن گذشته تمام جنبه‌های زندگی فردی، سازمانی و اجتماعی را در دنیا متحول نموده‌اند. انقلاب صنعتی چهارم با پیشرفت‌های خیره‌کننده فناوری، مرز میان دنیای فیزیکی و دیجیتال را محو نموده و گستردگی و عمق تغییرات ناشی از دگرگونی‌های فناورانه آن در کل سیستم‌های تولیدی، مدیریتی و حتی حکمرانی کاملاً مشهود است. فناوری‌های نوین اطلاعات و ارتباطات بر عملکرد مدیریت دولتی هم از منظر انجام عملیات داخلی سازمان‌های عمومی و هم در ارائه خدمات عمومی به شهروندان تأثیرات بسیاری داشته است. در این پژوهش با استفاده ازنظریه مطالعات اجتماعی علم و نظریه کنشگر-شبکه به بررسی نقش نوفناوری­های اطلاعات و ارتباطات در مدیریت دولتی کشورمان پرداخته و بدین منظور گروهی از کنشگرانی که با فناوری‌های نوین ارتباطات و اطلاعات در نظام مدیریت دولتی سروکار دارند با روش گلوله برفی انتخاب‌شده و طی مصاحبه‌های عمیق و نیمه ساختاریافته به تشریح مباحث پرداخته می‌شود.

چکیده English

Industrial revolutions during the last four centuries have changed all aspects of individual, organizational, and social life in the world. The fourth industrial revolution has blurred the border between the physical and digital worlds with its stunning technological advances, and the extent and depth of the changes caused by its technological transformations are evident in the entire production, management, and even governance systems. New information and communication technologies have had many impacts on the performance of public administration, both from the perspective of conducting internal operations of public organizations and providing public services to citizens. This study examines the role of new communication and information technologies in our country's public administration using the scientific study of science and actor-network theory. For this purpose, a group of actors dealing with new communication and information technologies in the public administration system is selected with the snowball method. The topics are explained during in-depth and semi-structured interviews.
