چکیده

حکمرانی هوشمند منابع انسانی، چارچوبی برای هدایت تصمیمات داده‌محور منابع انسانی است و نیازمند هم‌راستایی در سه سطح فردی، سازمانی و نهادی است. هدف پژوهش حاضر شناسایی شکاف‌های حکمرانی هوشمند و تبیین الزامات راهبردی در جهت هماهنگی این سطوح می‌باشد. نوآوری این پژوهش در ارائه چارچوبی از شکاف‌های حکمرانی هوشمند منابع انسانی است که همزمان ابعاد فناورانه، انسانی، عدالت‌محور و فرهنگی را در سه سطح فردی، سازمانی و نهادی نشان می‌دهد. پژوهش با رویکرد کیفی و روش تحلیل مضمون  انجام شد. داده‌ها از طریق مصاحبه نیمه‌ساختاریافته و با نمونه‌گیری هدفمند و گلوله برفی با ۱۵ نفر از اساتید دانشگاه، مدیران ارشد و مدیران منابع انسانی یکی از بانک‌های بزرگ کشور گردآوری شد. یافته‌ها نشان داد شکست در استقرار حکمرانی هوشمند، محصول ناهماهنگی در چهار بعد فناورانه، توسعه سرمایه انسانی، عدالت‌محور و فرهنگی است. در بعد فناورانه، شکاف میان سواد داده‌ای فردی، زیرساخت‌های سازمانی و نبود استانداردهای ملی داده محور دیده می‌شود. در بعد سرمایه انسانی، در توانمندی تحلیلی کارکنان با نظام‌های موجود آموزش سازمانی و سیاست‌های کلان آموزشی فاصله بسیار است. در بعد عدالت‌محور، کارکنان فاقد درک کافی از عدالت سیستمی بوده و  شفافیت سازمانی  محدود است. همچنین مکانیزم‌های نظارت بر هوش مصنوعی به درستی اجرا نمی‌شود. در بعد فرهنگی ناهماهنگی در آمادگی روان‌شناختی افراد، سبک رهبری و فرهنگ نهادی  برای تحول دیجیتال وجود دارد. نتیجه اینکه حکمرانی هوشمند منابع انسانی فرایندی شبکه‌ای است و بدون هم‌راستایی در سه سطح فرد، سازمان و نهاد، استقرار آن با شکست ساختاری مواجه خواهد شد.

Establishing smart human resource (HR) governance extends beyond the mere implementation of digital technologies or artificial intelligence (AI). It necessitates the creation of a robust framework wherein decision-making is characterized by accountability, transparency, and fairness, ensuring that data-driven insights augment—rather than replace—human judgment. To achieve this, organizations must foster alignment across three interconnected tiers: the individual, the organizational, and the institutional.

The findings indicated that failure to establish smart governance results from misalignment across four dimensions: technological, human capital development, justice-oriented, and cultural. In the technological dimension, a gap exists between individuals’ data literacy, organizational infrastructures, and the absence of national data standards. In the human capital dimension, a substantial gap exists between employees’ analytical capabilities, organizational training systems, and macro-level educational policies. In the justice-oriented dimension, employees lack sufficient understanding of systemic justice, organizational transparency is limited, and mechanisms for monitoring artificial intelligence are inadequately implemented. In the cultural dimension, misalignment is evident in psychological readiness, leadership styles, and institutional discourse on digital transformation. The findings suggest that smart HR governance is a network-based process, and without alignment across individual, organizational, and institutional levels, its establishment will face structural failure.
