چکیده

با وجود نقش تحول‌آفرین هوش مصنوعی در نوسازی نظام‌های حکمرانی، بسیاری از سازمان‌های دولتی در پیاده‌سازی موفق این فناوری با چالش‌هایی روبرو هستند که ناشی از فقدان بستر مناسب است. هدف اصلی پژوهش حاضر، شناسایی و طبقه‌بندی زیرساخت‌های حیاتی برای ارتقای سطح آمادگی و استقرار موفق هوش مصنوعی در بخش دولتی است. پژوهش حاضر با رویکرد کیفی با بهره‌گیری از مدل فرآیندی مک‌ناب و روش تحلیل مضمون انجام شده است. بدین منظور، مقالات علمی منتشرشده در بازه زمانی ۲۰۱۹ تا ۲۰۲۵ در پایگاه‌های اطلاعاتی معتبر (از جمله Google Scholar و Web of Science) غربالگری شدند و در نهایت ۳0 مقاله منتخب مورد واکاوی قرار گرفتند. تحلیل داده‌ها نشان داد که زیست بوم آمادگی هوش مصنوعی در بخش دولتی، ماهیتی چندبعدی دارد و مستلزم توسعه متوازن در هفت حوزه فناوری اطلاعات، داده‌ای، سازمانی و مدیریتی، حقوقی و سیاست‌گذاری، فرهنگی و اجتماعی، اقتصادی و سرمایه‌گذاری و منابع انسانی است.
این زیرساخت‌ها در عین حال که به‌طور مستقل عمل می‌کنند، هم‌زمان در تعامل و هم‌افزایی با یکدیگر هستند و مجموع زیست بوم مورد نیاز برای پذیرش، بومی‌سازی و استفاده مؤثر از هوش مصنوعی در نهادهای عمومی را شکل می‌دهند. یافته‌ها نشان می‌دهد که ایجاد ساختارهای بین‌رشته‌ای، استانداردسازی داده‌ها، آموزش نیروی انسانی، تدوین مقررات منعطف، و تأمین مالی پایدار از جمله الزامات کلیدی در مسیر گذار به دولت هوشمند محسوب می‌شوند.

Despite the transformative role of AI in modernizing governance systems, many government organizations face challenges in successfully implementing this technology due to the lack of an appropriate platform. The main objective of this study is to identify and classify critical infrastructures for improving the level of readiness and successful deployment of AI in the public sector. The present study adopts a qualitative approach, utilizing McNabb’s process model and the thematic analysis method. For this purpose, scientific articles published in the period 2019 to 2025 in reputable databases (including Google Scholar and Web of Science) were screened, and finally 30 selected articles were analyzed. Data analysis showed that the ecosystem of AI readiness in the public sector is multidimensional in nature and requires balanced development in seven areas: information technology, data, organizational and management, legal and policymaking, cultural and social, economic and investment, and human resources.
While these infrastructures operate independently, they also interact and synergize with each other, forming the overall ecosystem required for the adoption, localization, and effective use of AI in public institutions. The findings show that creating interdisciplinary structures, data standardization, human resource training, flexible regulation, and sustainable financing are among the key requirements on the path to smart government.
