حکمروایی مناطق آزاد تجاری صنعتی بر اساس نظریه حکمروایی خوب

چکیده
امروزه مناطق آزاد تجاری صنعتی به‌عنوان یکی از پایه‌های اصلی اقتصادی، سهم مهمی از اقتصاد کشورهای پیشرفته و درحال‌توسعه را به خود اختصاص داده‌اند. اما مناطق آزاد در کشور ما باوجود موقعیت ژئوپلیتیکی خاص و ظرفیت‌های سرشار سرزمینی، انسانی و طبیعی نتوانسته‌اند اهداف پیش‌بینی‌شده در قانون تشکیل و اداره این مناطق را محقق نمایند. باتوجه‌به اینکه الگوی اداره و قوانین و مقررات حاکم بر مناطق آزاد یکی از اصلی‌ترین عوامل مؤثر بر عملکرد این مناطق است، در پژوهش حاضر به شناخت ابعاد و مؤلفه­های حکمروایی مناطق آزاد تجاری صنعتی با رویکرد تحلیل مضمون قیاسی (پیشینه محور) بر مبنای نظریه حکمروایی خوب و سطح‌بندی آن‌ها با مدل‌سازی ساختاری تفسیری پرداخته‌شده است. یافته‌های این پژوهش نشان می‌دهد که در بنیادی‌ترین سطح این مدل (سطح چهارم)، مؤلفه‌هایی مانند شفافیت، برابری و همه‌شمولی و مشارکت قرار دارند. این مؤلفه‌ها به‌مثابه سنگ بنای مدل عمل کرده و می‌توانند نقطه شروعی مناسب برای ارتقای سطح حکمروایی در مناطق آزاد باشند.

Today, industrial free trade zones, as one of the main economic foundations, have taken a large share of the economies of developed and developing countries. However, the free zones in our country, despite their unique geopolitical position and abundant territorial, human, and natural capacities, have not been able to achieve the goals foreseen in the law on the formation and administration of these zones. Considering that the governance model and the rules and regulations governing the regions are known to be one of the main factors affecting the performance of these regions, in the present research, the dimensions and governance components of industrial free trade zones are identified with the deductive thematic analysis approach (background-based) and their stratification has been discussed with Interpretive Structural Modelling (ISM). The results indicate that in the most basic level of the model (fourth level), transparency, equality, inclusiveness, and participation are placed, which act as the cornerstone of the model and can be a good start for improving the governance of free zones.
