Abstract

TPaying attention to the dimension of values and its effect on choices, implementation and monitoring in the process of public policymaking leads researchers to the role of ideologies in this process. The examination of ideology under the concept of ideas/values in the policy-making process has been growing in recent centuries due to the effects of extreme ideological currents on public policies and its consequences, but due to the complexity and lack of suitable practical tools. It has kept public administration researchers away from addressing it. In this regard, in this research, while focusing on the question of which comprehensive value system affects public policies in the field of higher education in Iran, the authors have developed a systematic theory-based study on the role of ideology in public policy making. And finally, they presented two analytical frameworks to organize the influencing factors of ideology in public policies in Iran in general and in the field of higher education in particular, and while obtaining the opinion of a group of experts in this field by Delphi method they revised and completed it. . Research in the field of ideology in policy making using these tools can guide future research while providing a practical tool for researchers and policymakers who wish to reduce the negative effects of ideology and strengthen its alternatives.
