Abstract
Today, the concept of "open innovation" has become a novel issue in the field of public administration, which has attracted the attention of governors. It refers to a new approach to sharing ideas and data among various governmental, public, private, and social groups to improve administrative processes and enhance public services. This concept, based on participation, transparency, and cooperation, emphasizes the creation of more opportunities for innovation and process improvement in public administration and governance. Accordingly, in this study, successful global experiences in open innovation in 14 countries have been studied using a comparative study strategy. These experiences have been identified and formulated in the categories of "general idea and lessons," "main function," "tools," "institutional dependence," and "innovative advantage." In the findings section, among the most important benefits of open innovation in these experiences, one can mention "diversity of stakeholders," "participatory foresight," "citizen engagement," "realization of collective intelligence," "multi-stakeholder civil oversight," "evidence-based" and "participatory policy-making" in governance.
